For neighborhood safety concerns, each city and county has their own way of managing vacant, abandoned and neglected homes. Once code enforcement has been notified that a home may have a code violation, they will typically come out to the home to inspect it. This may be a combination of visual inspections, talking to the homeowner (if available) and talking to neighbors. If it is deemed that the home is a safety hazard, the city may place a notice on the door (or window), commonly called a plycard, and condemn the home until the problem has been fixed. This can be something as simple as a plumbing/septic leak to something more serious such as a fire damaged home.

Once plycarded, no one is permitted to live in, and in some cases, enter the home without the city’s consent. Typically, the inspector’s name and telephone number is listed on the plycard to call for more information.

CODE VIOLATIONS: For homes that are in violation of city codes, a city inspector may come to the home and plycard it with a notice (place a bright colored sticker on the door) that specifies that there is a violation. In most cases, the home cannot be occupied and is considered uninhabitable until the home is brought up to code. In fact, it is considered trespassing if the owner violates this notice and continues to live in the home without bringing the home up to code. It is for this reason, that most of these types of homes are also vacant and attract unwanted people and behaviors. After some time, if the city deem the home to still be unsafe and owner has not remediated or attempted to remediate the code violation, the city may, at it’s discretion, demolish the home and send the owner the bill.   Plycarding a home is an attempt from the city to keep homes safe.
